David F. Simon Named Senior Vice President and General Counsel for Jefferson Health System In his first major staff appointment since taking the helm at the Jefferson Health System (JHS), JHS President Joseph T. Sebastianelli has named David F. Simon as senior vice president and general counsel for JHS. He will be based in the System's corporate offices in Radnor, Pa. Mr. Simon joins JHS from the Pennsylvania Insurance Department in Harrisburg, Pa., where he served as chief counsel. In that role, he supervised all of the legal affairs of the Department, including companies in receivership such as Reliance and PHICO, and more recently, the Mcare Fund. As we move ahead to redefine the System to meet the changing needs of its members, David Simons knowledge and first hand experience will be extremely valuable for JHS, said Mr. Sebastianelli. Mr. Simon received a bachelor of science degree, magna cum laude, from the State University of New York at Buffalo in 1974. He graduated cum laude from the University of Pennsylvania Law School in 1977. Mr. Simon began his law career as a law clerk for the Honorable Harry A. Takiff in the Philadelphia Court of Common Pleas, who specialized in major medical malpractice claims. He then joined the law firm of Wolf, Block, Schorr and Solis-Cohen as an associate in 1979 and was promoted to partner in 1985. There he concentrated his practice on complex commercial litigation, including antitrust, intellectual property and health-care matters. In 1990, he became senior vice president and chief legal officer of U.S. Healthcare, Inc., until 1996, when the firm merged with Aetna to become Aetna U.S. Healthcare. He served as chief legal and regulatory officer of the merged company from 1996 to 2000. Mr. Simon moved to Health Advocate Inc. in 2000 where he was named executive vice president and general counsel. In 2001, he became chief counsel to the Pennsylvania Insurance Department. Mr. Simon is a popular speaker and lecturer on medical malpractice, managed care and other related legal and health-care issues. He has also published extensively. He has been an author and course planner for the Philadelphia Court of Common Pleas Civil Practice Manual published by the Philadelphia Bar Institute from 1983 to 2000. Mr. Simon also currently serves on the Dean's Advisory Council of the University at Buffalo School of Management. He was also a director of the Pennsylvania Bar Institute from 1992 to 1996 and co-chair of the Departments of Health and Aging Transition Group for Pennsylvania governor-elect Tom Ridge in 1994. The Jefferson Health System was formed through the merger of the Main Line Health System and Thomas Jefferson University Hospital, which was legally separated from the University in 1996. Albert Einstein Healthcare Network, Frankford Health Care System and Magee Rehabilitation became additional founding members of the system in 1998. JHS also includes long-term care, behavioral health, a rehabilitation network, as well as physician and home-health services. Its strategic alliance partners include Riddle Memorial Hospital, Pottstown Memorial Medical Center, Underwood-Memorial Hospital, AtlanticCare and Christiana Care Health System in Delaware. The Jefferson Health System grew from a concept to being the largest and most successful health system in the Delaware Valley with the greatest geographic coverage and market share.
